CELINA, TX – A fourth lawsuit has now been filed against Celina ISD and a former middle school coach following disturbing allegations of sexual misconduct involving students. According to a report by School District Disputes Claims but Attorneys Cite Preventable Failures
Celina Police Chief John Cullison stated last month that police did not find evidence supporting claims that hidden cameras were installed, as alleged in earlier lawsuits. However, attorneys for the families argue that the district failed to recognize or act on warning signs that should have prompted immediate intervention.
One attorney told KERA that the misconduct was preventable and that the district is attempting to shift blame solely onto Elliott rather than acknowledging its own failures to supervise or investigate concerning behavior.
KERA reported that open records requests for employment files of multiple district staff members revealed references to a written reprimand and a report to the Texas Education Agency regarding employee conduct. The district is seeking to withhold the documents pending ongoing investigations and litigation.

A law that went into effect on September 1 removes government immunity for school districts in cases where they are grossly negligent or reckless in hiring, supervising, or retaining employees who harm students, or when they fail to report suspected abuse.
