What Surveillance Footage Revealed After the Fact

According to the lawsuit and as described in the WIVB4 report, the Saunders’ toddler was tapping his foot in spilled milk when an overwhelmed caregiver reacted inappropriately. The caregiver grabbed him by the arm, dragged him across the classroom, and placed him in a time-out chair in an area not visible to the camera. She later admitted that his head struck an open bathroom door during the interaction.

Footage then showed the child crying and asking to go home. Instead of checking for injury or comforting him, the caregiver continued her routine as if nothing was wrong. Later, surveillance video captured her repeatedly covering his head with a blanket as he lay on his cot. When she later tried to force his eyes shut, she discovered he was unresponsive, limp, and showing signs consistent with a seizure.

By the time the daycare called for help, nearly an hour had passed since the head injury. Paramedics found the toddler experiencing multiple seizures and struggling to breathe. Doctors later confirmed a skull fracture and brain bleed that required him to be airlifted to a Dallas hospital and admitted to the pediatric intensive care unit.

These moments on camera were critical for uncovering what happened. Yet, had the footage been monitored or reviewed earlier, the caregiver’s behavior and the child's distress might have been recognized much sooner.

Why Monitoring Surveillance Cameras Matters in Childcare

The WIVB4 feature helped highlight an important issue for many families: cameras alone are not enough. Daycares must have clear procedures for reviewing concerning behavior, checking classroom footage when a child reports being hurt, and ensuring there are no blind spots in the facility.

Real-time monitoring or prompt footage review can:

• Allow directors to step in during unsafe interactions
• Ensure caregivers follow discipline rules
• Prevent missed medical emergencies
• Protect children from intentional or accidental harm

According to the lawsuit, the caregiver had worked at the daycare for only three months and was left alone with a full classroom of children. Even experienced caregivers can struggle with a full group of energetic three-year-olds. For someone new and undertrained, the situation becomes even more challenging.

The daycare had also received at least one complaint about this caregiver before the incident, but did not document it or provide additional training. State investigators later confirmed multiple violations of childcare laws, including using prohibited punishment tactics and failing to ensure children were protected from harm.
