Turning Winds advertises itself as a residential treatment center for troubled teens who struggle with substance abuse, anxiety, depression, ADD, ADHD, behavior problems, addiction, low self-worth, and other personality disorders. However, the breadth of the program is expansive – casting a wide tent over a bunch of different areas in education, therapy, and intervention programs. The Turning Winds program fell under one of the programs licensed by and through the Private Alternative Adolescent Residential or Outdoor Program (PAARP), overseen by the Montana Department of Labor and Industry. The PAARP program has come under recent scrutiny and has all but been dismantled in Montana when incidents involving abuse and neglect surfaced. PAARP first started giving licenses to programs like Turning Winds in 2007 and were supposed to be in charge of inspecting and overseeing allegations of abuse and neglect investigations. However, in reality, the programs have been operating largely unchecked and unregulated.

Allegations of Manipulation, Neglect, and Abuse

Over the course of the past few years, allegations of manipulation, neglect, and abuse have been surfacing about PAARP programs like Turning Winds in Troy, Montana.
